Chino Valley seeking public transit grant

Does the Chino Valley Town Council want the town to start up a four-day-a-week public transit system?

Jason Kelly, Parks, Recreation and Senior Services Department director, is seeking permission to apply for up to $113,510 from the Arizona Department of Transportation 5311 Rural Transportation Grant Program to start a public transit system in 2010-2011.

That is one of the requests on the agenda for the 6 p.m. council meeting this Thursday at 1020 W. Palomino Road.

The Transit Plus feasibility study recommends the town go with a public transit system that operates an 8 a.m.-2 p.m. local demand response system in town two days a week - Tuesday and Thursday - with regional trips to Prescott on Monday and Wednesday at 8 and 11:30 a.m. each day.

Kelly, in a memo to the council, said the grant requires a $28,740 local match that the town will meet through volunteer service hours.

The council will hold a public hearing on the proposal before deciding what staff is to do.

Other matters before the council, include:

• A presentation and possible action on the scope of improvements to the Chino Valley Police Department Gun Range through a shooting range development grant from the Arizona Game and Fish Department that would provide additional money.

• A consulting agreement with former employee Mark Holmes for work on water resource issues, current negotiations and other projects at a rate of $85 an hour from Feb. 12-May 12.

• A professional services agreement between the town and Lyon Engineering for the design of the roadway widening of Road 2 North at the Santa Cruz Wash for $104,725.

• The annual financial report and the annual expenditure limitation report for the fiscal year ending June 30, 2009, as prepared by Hinton Burdick, Hall & Spilker.

• The financial report for the six months ending Dec. 31, 2009, for fiscal year 2009-2010.

• A possible executive session to obtain legal advice and consider the town's position and to instruct its attorneys regarding pending water supply contract negotiations.
