5 arrested allegedly posing as medical pot biz

The Arizona Department of Public Safety Northern Narcotics Unit arrested three people in the Paulden area on a variety of charges May 21.

Margaret Elizabeth Fullen, 31, John Hoyt Fullen 33, and Lester D. Jones, 32, were arrested on a number of charges including possession of marijuana for sale, possession of narcotics for sale, cultivation of marijuana, manufacture of a narcotic drug, possession of a prohibited weapon, and child abuse.

A search warrant executed at their residence resulted in the seizure of approximately six pounds of packaged marijuana, 56 marijuana plants, eight ounces of hashish, a prohibited weapon, and numerous items of drug paraphernalia associated with the use and sale of marijuana and narcotics. Detectives also seized $2,246 in cash and two vehicles, according to a May 28 news release from the Arizona Department of Public Safety (DPS).

A second May 21 search warrant in Prescott Valley resulted in the arrests of Kimberly S. Fox, 51, and Robert Thomas Fox, 64, on charges of possession of marijuana for sale, possession of narcotics for sale, cultivation of marijuana, manufacture of narcotics, possession of deadly weapon in commission of a drug offense, and possession of prohibited weapons. A search warrant executed at their Prescott Valley residence resulted in resulted in the seizure of approximately 20 pounds of marijuana, one pound of hashish, 57 marijuana plants, automatic weapons, and paraphernalia associated with the use and sale of marijuana and narcotics. Detectives also seized $26,777 in cash and two vehicles.

While the recent arrests and seizures concluded a five-month investigation, work on the case continues, according to DPS Detective Sergeant G.R. Manera.

"The investigation as far as the probable cause portion was concluded by the execution of the search warrants. The actual criminal investigation will continue on," Manera said.

As part of their investigation, undercover officers bought marijuana and hashish from the suspects, Manera said. The individuals in both sets of arrests, he added, operated loosely under the guise of a medical marijuana dispensary, but without a license.

"They both had businesses. They were medical marijuana delivery businesses. However they are not sanctioned and they are not licensed as dispensaries by the state of Arizona, which is required," Manera said.

Several units assisted in the investigation to include AZ DPS Yavapai GIITEM, AZ DPS Mohave Narcotics, AZ DPS Coconino Narcotics, AZ DPS Highway Patrol, the Yavapai County Attorney's Office, and the Arizona Attorney General's Office.
